Code of Conduct
Introduction
We’ve put together this Code of Conduct to help us all maintain a positive and professional environment.

It’s a guide to the ethical standards we expect from everyone involved—whether you're a member or an affiliate.
​
This includes everything from how promotions are handled and disciplinary actions are taken, to uniform guidelines, commands, and respecting fundamental rights.
​
Everyone connected with UC is expected to follow these standards and reflect the core values of our organization. These guidelines apply no matter what platform you're on or what your rank is, and they cover everyone equally, regardless of race, religion, gender, or position. If you don’t follow this Code, it could lead to disciplinary action, including termination in serious cases.
Section 1 – Fundamental Rights and Freedoms
1.1 Dignity and Respect
All members must treat each other with dignity and respect, recognizing each person's inherent worth.

1.2 Non-Discrimination
Members are entitled to all rights and freedoms without any form of discrimination.
​
1.3 Privacy
Members have the right to privacy and confidentiality regarding their personal information. It is important to maintain a clear boundary between personal and professional lives.

1.4 Fairness and Legal Protection
Members are assured fair treatment and protection under the organization’s policies and procedures.
​
1.5 Freedom of Expression
Members may express their opinions and ideas freely, provided these expressions align with UC’s policies.
​
1.6 Rest and Recreation
Members are encouraged to balance their gaming time with breaks and downtime. While participating in UC activities, ensure you take regular breaks and manage your time to avoid burnout and maintain enjoyment.

1.7 Skill Development
Members can access training and resources to enhance their skills and knowledge relevant to their roles within UC.

1.8 Fair Recognition
Members should receive fair recognition for their contributions, with any rewards or benefits allocated in a transparent and justifiable manner.
Section 2 – Rights and Responsibilities
2.1 Exercise of Rights
Members should exercise their rights and express their opinions in alignment with the organization’s policies and values. Such expressions should not offend others or disrupt communal spaces.

2.2 Consequences of Violations
Violations of these principles may result in disciplinary actions or termination.
Section 3 – General Rules and Regulations
3.1 Respect
All individuals must be treated with respect, regardless of rank, age, race, or gender. Degrading or humiliating others is prohibited.

3.2 Language Use
English is the official language for all communications within UC HQ and on UC Discord. Other languages are allowed only in designated areas.
​
3.3 Language Conduct
Avoid using excessive capital letters, offensive language, or inappropriate abbreviations. Common abbreviations are acceptable but must not be used to offend.
​
3.4 Effects and Dancing
Use of effects and dancing is restricted to authorized areas and times. The use of effects and dancing is allowed only during authorized events or with approval from a 2iC or higher.
​
3.5 Spam and Flooding
Refrain from spamming or flooding text in UC HQ or on Discord. This includes repetitive messages and spam whispers.
​
3.6 Abuse of Power
Misuse of position or rank for personal gain or discrimination is strictly prohibited. Authority should be exercised professionally.
​
3.7 Text Color
Only ranks of 4iC and above may use standard colored text minus Red. Red text chat is to be used only by authorized personnel for announcements. All other members of staff below 4iC must adhere to white text chat only unless given permission for special events. Violations will result in disciplinary action.

3.8 Requests for Perks
Do not request or hint at pay raises, promotions, or administrative rights. Express dissatisfaction with pay through appropriate channels.
​
3.9 Seating
Sitting on the floor in restricted areas without permission is prohibited. Seating is allowed only in designated areas.
​
3.10 Uniform and Badge
Members must wear the correct division badge, uniform, and motto at all times while inside HQ. This ensures a consistent and professional appearance throughout their presence in the headquarters.
​
3.11 Uniform Exemptions
Intelligence + are exempt from wearing a uniform and may present with a relaxed motto. However, UC and Rank must always be visible for professionalism.
​
3.12 AFK Policy
Avoid being AFK at stations or in restricted areas. Persistent AFK behavior after a verbal warning may lead to disciplinary action.

3.13 Selling Ranks
Selling ranks is strictly prohibited unless done by officially authorized Rank Sellers. To verify authorized Rank Sellers, please check authorized sellers badge.
​
3.14 Double Jobbing
Concurrent roles in other agencies or organizations are not allowed, with exceptions for fansites and non-agency groups.
​
3.15 Misconduct and Affiliation
Avoid involvement in trolling, scamming, or affiliation with disruptive groups. Such behavior can result in severe disciplinary actions.

3.16 Inappropriate Names
Names with explicit or inappropriate content are prohibited, including offensive or drug-related references.
​
3.17 Profile Visibility
Ensure your profile page and online status are visible. Non-compliance may affect your role-related functions and result in disciplinary action.

3.18 Promotion and Training
Promotions and training must occur in designated areas. Unauthorized training or promotion is not permitted.
​
3.19 Seat Etiquette
Do not occupy a member’s seat during their promotion process without permission. If necessary, request permission to use a station.
​
3.20 Handling Critical Information
Critical information must be shared promptly when requested by members of the Hive or higher. Tampering with, concealing, or withholding evidence is strictly prohibited.
​
3.21 Repeated Offenses
Continued violations of the Code of Conduct after warnings will lead to further disciplinary action.
​
3.22 Account Sharing
Sharing your account is strictly prohibited. Violating this rule may lead to the removal and termination from the organization.
​
3.23 Advertising
Advertising UC in other agencies or military premises is not permitted. Recruitment should be conducted only in public rooms.
​
3.24 Additional Guidelines
Adhere to all additional rules and guidelines provided on UC or Habbo websites. These are integral to the Code of Conduct.

3.25 Task Assignment
Please do not assign your division tasks to others unless you have received explicit authorization.
​
3.26 Division Tasks
Do not ask others to complete your division tasks. If you need assistance, please seek support from your Division iC.
​
3.27 Training Area Conduct
Avoid crowding or gathering in training areas to prevent disruption and discomfort for others.
​
3.28 Use of AI Assistance
Using AI tools (e.g., ChatGPT) for UC tasks or applications is prohibited and may lead to disciplinary action.
​
3.29 Name Changes
Members are allowed up to two name changes per year. A third name change will result in a Division Demotion. Previous names are acceptable and can be used again if needed.
Section 4 – Commands
4.1 All commands must be followed as directed. Failure to comply with these commands may lead to disciplinary action.​

ATT (Attention): Stand, wave, and respond "Yes, [Title/Name]!"

AE (At Ease): Sit down and resume activity.

BTB (Back to Base): Return to UC Headquarters.

BTW (Back to Work): Resume tasks at the previous location.

CTH (Clear the Hall): Occupy a station, including FTB, and keep the hallway clear.

FTB (Fill the Back): Sit on the sofas in the AFK area of the room.

FTF (Fill the Front): Position at front desks, recruit, and assist members.

FTS (Fill the Security): Manage recruits and members at the security station.
-
FTT (Fill the Training): Conduct training sessions for recruits or other members.
-
FTTU (Fill the Transfer Unit): Process transfers from other agencies (TU members only).

FTHD (Fill the Help Desk): Answer questions and provide support.
Section 5 – Uniform Policy and Dress Code
5.1 Uniform Adherence
Wear designated UC uniforms. Casual attire is allowed on Casual Fridays or specific events.

5.2 Dress Standards
Avoid being shirtless, bottomless, or in swimwear at any time, including during events. A professional appearance must be maintained at all times within UC facilities.
​
5.3 Effects and Wearables Policy
Disruptive effects or wearables are not allowed.
5.4 Respect for Personal and Official Outfit
Avoid replicating more than 80% of another’s outfit without permission.
​
5.5 Avoid Offensive Attire
Clothing with offensive or derogatory themes is prohibited.
​
5.6 Group Affiliation and Badge Integrity
Do not mimic the attire or badges of other organizations without approval.
​
5.7 Professional Appearance
Maintain a professional appearance at UC Headquarters, with allowances for approved events.
​
5.8 Offensive Wear Policy
Clothing that depicts racism, homophobia, or other outfits that are deemed disrespectful will be asked to be removed, if not obeyed other discipline will follow.
Section 6 – Instant Dismissal Offenses
6.1 Bullying
Dehumanizing, intimidating, or threatening actions will result in immediate dismissal.

6.2 Harassment
Includes work overloads, unrealistic deadlines, derogatory comments, and sexual harassment. Results in immediate dismissal.
​
6.3 Double Jobbing
Holding an active position in another agency or organization while at UC is strictly prohibited and results in immediate dismissal.
​
6.4 Trolling or Raiding
Includes disruptive behavior or affiliation with disruptive groups. Results in immediate dismissal.
​
6.5 Leaking Private Information
Unauthorized sharing of confidential information leads to permanent termination.
​
6.6 Sending Explicit Material
Sending or requesting explicit material results in permanent dismissal.
Section 7 – Disciplinary System
7.1 Approval for Disciplinary Actions
The IA team alone is responsible for logging warnings, strikes, and terminations. Verbal warnings in the base can be given by iC+ ranks, however, this must be escalated to IA if verbal warnings are ignored and behavior/actions persist.

7.1b Documentation and Proof
Warnings, strikes, and demotions must be logged with proper approval and evidence. This includes clear images showing the person breaking the rule, the rule being violated, and the date and time of the incident.

Disciplinary Structure
Verbal Warning
An informal notice to address and correct behavior issues before taking formal action. This step is not recorded on the portal but should be issued before any official disciplinary measures, if possible.
​
First Warning
A formal written alert indicating that the member needs to improve their behavior. This warning will be removed after a reasonable period, provided that the member shows improvement.
​
First Strike
Issued for repeated misconduct, marked by “x1” on the member’s motto. This action signifies a serious concern and is a step toward further disciplinary action
​
Second Strike
Results in a rank demotion and updates the motto to “x2.” The demotion depends on the severity of the violation. It is not possible to skip directly from a First Warning to a Second Strike.

Third Strike
Results in termination of the member’s association with the organization due to persistent issues despite prior warnings and strikes.

Strike Removal:

Minimum Duration:
Strikes must remain active for a minimum of one week and a maximum of one month, unless the disciplinary log is deemed invalid. A strike can only be removed from a member’s motto after it has been reversed and if no other active strikes are present.

Disciplinary logs can only be deleted by Internal Affairs iC
Section 8 – Reporting Structure

Section 9 – Leave of Absence Policy
9.1 Application

A Leave of Absence (LOA) is a formal request to take time off, ensuring smooth operations and adequate coverage during a member’s absence.

9.2 LOA Requirements by Rank

General Requirement

All members Intelligence+ must apply for an LOA if they will be offline for more than 7 days for elective ranks and more than 14 days for standard ranks.

9.3 Submission Timing

Section 10 – Transfer Conditions
The following conditions must be met for a worker to transfer within UC. Each individual seeking a transfer must satisfy these requirements to be considered for the transfer:
​
1. Membership Requirement: Must have at least 200 members with a standard badge.
​
2. Tenure Requirement: Must have been with the agency for more than 5 days (verify with the joined date). Note: This requirement is waived for the first month.
​
3. Behavior Requirement: Must demonstrate respectful behavior at all times.
​
4. Badge Requirement: Must possess every badge up to and including their current rank.
​
5. Rank Requirement: Must be at least Security+ within their current agency.
6. Authority for Transfers: iC’s in UC have the authority to transfer individuals to elective ranks only.
7. Promotion and Approval: Transfers can be made up to the promotion limit or higher with the appropriate approval from a Founder or Directorate, Transfer Unit director and Transfer Unit iC’s. These officials also have the authority to waive any of the above requirements if necessary.
Additional Conditions for Transferring Back to UC:
Demotion Policy: If an individual is deemed to have been ‘hacked’ or leaves their UC badges without valid reason, they will receive a 1-division demotion upon return.
​
Re-entry Policy: Upon rejoining UC after transferring out or leaving, individuals will receive a 2-division demotion.
Please ensure that all conditions are met and appropriate approvals are obtained before initiating a transfer.
Section 11 – Alliance Policy
If an agency is interested in forming an alliance with UC, our External Affairs (EA) team will review their application. Before submitting an application, the agency must ensure that they meet the following criteria:
1. Membership Requirement: The agency must have at least 500 members on their main ID badge.

2. Active Base: The agency must maintain an active base.
​
3. Agency Age: The agency must be at least five weeks old.
​
4. Approval: The agency must have approval from the Owner/Founder for the alliance.
5. Exclusions: The agency must not be allied with any trolling groups or mafias.
Terms and Conditions for an Alliance with UC
To establish a successful and meaningful alliance, the following terms and conditions must be adhered to:
​
1. Non-Transfer Agreement: Both parties agree not to transfer each other’s workers.
​
2. Badge Exchange: Both UC and the allied agency will mutually exchange VIP/Allies badges and/or Special Visitors badges.
​
3. Public Acknowledgment: The alliance must acknowledge UC on their website or within their base.
​
4. Regular Meetings: The alliance will maintain good relations by meeting with the UC External Affairs team at least once a month.
​
5. Conduct: The alliance must refrain from trolling, spamming, or disparaging UC.
​
6. Compliance: The alliance must agree to the terms of UC's National Punishment policy.
​
If an agency meets all these requirements and is interested in forming an alliance with UC, they may contact our External Affairs team to arrange the details.
Section 12 – Special Visitor Policy
The Special Visitor (SV) badge is granted to iC members of UC's allied agencies in accordance with the alliance agreement or can be purchased for 60 credits from any rank seller.
​
Privileges and Requirements:
1. Base Access: Special Visitors are permitted to freely roam within the base. They are NOT allowed to occupy working stations.
​
2. Badge Display: Special Visitors are required to wear their UC Special Visitor badge while in the base. Failure to display the badge will result in being sent back to the lobby. Repeated non-compliance may lead to the removal of the SV badge.
​
3. Restrictions for UC Members: UC members who possess the SV badge are not allowed to sit within the base.
​
Compliance:
Special Visitors must adhere to the rules outlined in the Code of Conduct. Any violations may lead to the revocation of their Special Visitor status.
